Edna M. Sanderson
January 4, 1935
Dear Mr. Yuan:
Ever since the dedication of our new library building, I have been intending to send you the enclosed literature which was distributed at the time of the dedication. I think you will be interested in having a copy of the plans of the various floors, in the program, and in the description of parts of the building that appeared in the Bibliotheca Columbiana. I am sorry the Library School was not given some consideration, but perhaps when Dr. Williamson returns to his desk, he will prepare something that we can distribute to the alumni.
The beautiful rug, which you were so instrumental in securing for us, adds a great deal to our social room which is one of our prize rooms, we think. I hope that some other important conference or assembly will bring you to this country again before long and that we shall have the opportunity of showing you about personally.
We all hope your tour last year in this country and in Europe was very successful and pleasant, and that you returned to your work in Peiping with renewed interest and very much refreshed.
With best wishes for the New Year,
Yours very sincerely,
Associate Dean

Dear Dr. Keogh:
At a recent meeting of the Executive Committee of the Library Association of China, a resolution was unanimously adopted that the Association extends you a cordial invitation to visit China in 1935 to conduct a survey of Chinese libraries and to assist us in devising ways and means for their further development.
In adopting the above resolution, the Executive Committee feels confident that through your rich and long years'experience in library administration, you will be able to give us your expert advice and assistance. Your collaboration will no doubt make a most significant contribution to Sino-American cultural relations.
The Library Association of China was founded in 1925 and was inaugurated in the presence of Dr. Arthur E. Bostwick, the Official Delegate of the American Library Association. In celebrating its ten years'anniversary, the Library Association of China has decided to hold an annual conference at Nanking and has authorized me to arrange with you for your presence at this conference. The conference will therefore be held at the time of your visit; and for this reason, the Committee would like to know as soon as possible the definite date of your arrival as well as the length of your stay, in order to make necessary plans for the Conference.
The Committee will arrange an itinerary for your visit and will provide you with an interpreter. Meanwhile the Committee will collect data and information concerning libraries in China in order to facilitate your investigations.
It is our earnest hope that in spite of your heavy responsibilities at home you will be able to plan a trip to China in 1935, in order that we may have the pleasure of welcoming you in connection with the celebration of the ten years'anniversary of our Association.
With sincere greetings and cordial expressions of regard,
Yours very sincerely,
T. L. Yuan

Dear Dr. Keogh:
I should have written to you earlier, if not for the fact that I have not been feeling very well after a strenuous tour.
I take pleasure in enclosing herewith an official invitation from the Library Association of China, requesting you to arrange for a visit to this country in 1935. Dr. Bishop wrote me sometime ago that you would probably find it easier to be away in the coming autumn and so we shall leave the time of your visit to your own selection.
I shall write you soon about other matters. Meanwhile, I hope very much that we may hear favorably from you. I should like to request you to send me, if possible, two copies of your photo.

Dear Mr. Yuan:-
As the Librarian wrote you some weeks ago the beautiful 扁,described by Ex-president Hsu Shih-ch'ang, arrived in good condition. It received a great deal of publicity, and pleased Dr. Putnam and the staff of the Library of Congress very much. I enclose a brief account which appeared in a local Washington paper. Longer accounts have been sent for publication in the New York papers. It has been hung in the most important and most appropriate place in the Library, namely, in the large general Reading Room where it is visible to all readers. Our ceilings on Deck 38, where the Chinese collection is housed, are entirely too low, and do not admit of the proper display of such an important object of art. I am myself greatly pleased that it is now hung in such an appropriate place where it can be seen and admired by so many people. I think that if you could see it, you would agree that no more suitable place could have been found for it in the entire library. Its striking colors and beautiful calligraphy invariably attract the attention of all who pass by it.
We find that our copy of the Ch'in-ting pa-ch'i t'ung-chih 钦定八旗通志(in the 嘉庆四年 edition of 342+12 chuan)is lacking 44 chuan which we need very much in the compilation of our biographies. Could you send me by return mail an estimate of the cost of having the missing chuan copied out by hand in which are 32.3 cm long and 19.8 cm wide. I mean to say that our present volumes are 32.3 cm×19.8 cm. and we would like the copied volumes to be the same size. The following are the numbers of the chuan that are now missing from our set: chuan 166, 186, 187, 190, 228, 229, 230, 231, 241, 242, 243, 244, 245, 246, 247, 248, 249, 250, 251, 252, 253, 254, 255, 256, 257, 280, 282, 311, 315, 316, 317, 318, 319, 320, 321, 322, 323, 324, 325, 326, 327, 328, 329, 330-making a total of 44 chuan.
Please do not begin to make the copies now as I must first obtain approval for the work to be done. And I cannot get approval until I can state what the approximate cost will be. If you keep a record of this letter, perhaps we can cable you, our reply. We might reply, “Copy missing 44 chapters”.
I hope that all is going well with your work. With kind regards, I remain,
Sincerely yours,

Mr. Selskar M. Gunn
Vice President
Rockefeller Foundation
Peiping
Dear Mr. Gunn:
With reference to our conversation relating to the question of fellowships for library science, I beg to enumerate below three cases requiring consideration by your Foundation:
(1)Mr. F. F. Li whom the Foundation granted a fellowship last year will be completing the requirements for his M. S. degree in library science at Columbia the coming June. As it is necessary for him to continue his studies at least for one more year, I would request the Foundation to extend his fellowship for the year 1935-36 in order to enable him to study at the Graduate Library School of the University of Chicago.
(2)In order to develop the Boone Library School at Wuchang, I strongly recommend that a fellowship be granted to its Director, Mr. Samuel T. Y. Seng, to enable him to make an extensive visit to the libraries and library schools in the United States and in Europe. It is hoped that through Mr. Seng's visit, the curriculum of the Boone Library School will be improved, exchange of lecturers will be arranged and closer contact will be established between Chinese and American library schools.
(3)With a view of strengthening the Chinese Library Association which has done much towards arousing interest in the promotion of public libraries in China, it is proposed that one of its secretaries be sent to the American Library Association for practice after he has completed his professional education in the American library school of recognized standing. The Association has selected Mr. Tsu-Pin Tsao, Assistant Librarian of the University of Nanking, for this task and will appreciate greatly the assistance of the Rockefeller Foundation if a two years'fellowship be granted to Mr. Tsao in order to enable him to study in the Library School of the University of Michigan and later spend a year for practice and observation at the American Library Association. It is hoped that the Foundation will give special consideration to the application of Mr. Tsao in view of the significant work which he will be called upon to do after his return.
With much appreciation for your interest and assistance, I am

Dear Dr. Stevens:
With a view of bringing about closer co-operation between Chinese and American libraries, the Library Association of China has extended an invitation to Dr. Andrew Keogh to visit China in 1935 to make a survey of Chinese libraries and to assist us in working out a plan for their further development. It is also hoped that the visit of Dr. Keogh will not be too limited, so that he will have an opportunity of visiting other institutions of learning and research in different cities in China.
The Library Association of China was founded in 1925 when Dr. Arthur E. Bostwick, Librarian of St. Louis Public Library, attended its inaugural meeting as the Official Delegate of the American Library Association. The Association is to hold its tenth anniversary at the time of Dr. Keogh's visit and we trust that his mission will arouse greater interest and will bring about closer cultural co-operation between China and the United States.
As the Association is unable to finance Dr. Keogh's trip because of its budgetary limitations, it is therefore hoped that the Rockefeller Foundation which is always interested in the promotion of better international understanding will give the necessary support to this project, the carrying out of which will undoubtedly mean a great deal in Sino-American cultural relations.

Dear President Butler:
Upon my return to China, I was very much gratified to receive from the Carnegie Endowment a set of Mr. David Hunter Miller's Diary of the Peace Conference which you so kindly presented to the National Library of Peiping. It is indeed a most valuable addition to our collections and I hasten to write to extend to you and Mr. Haskell our very hearty thanks for the inclusion of our library among the depositories of this monumental work.
It was a pleasure to receive the other day your Message to the Japanese People given on the New Year's Day. It was a most frank advice which, we are sure, will produce an immense effect on the Japanese mind. In view of the importance of the document, I am arranging to have it translated into Chinese which will be published in all the leading Chinese newspapers.
When I called on you last April, I expressed to you our desire to extend an invitation to Dr. W. W. Bishop to visit China for a few months in 1935 in order to advise us in the development of our libraries. It was gratifying to find that you endorsed the plan. The Chinese Library Association has extended an official invitation to Dr. Bishop and we trust his visit will help in bringing about closer cultural co-operation between China and the United States.
Knowing your great interest in promoting international understanding and knowing your confidence in Dr. Bishop to carry out the task entrusted to him, I take the liberty of soliciting your assistance in the realization of the plan. I enclose therefore a letter of application from the Library Association of China and I hope you will find it possible to give it your favourable consideration.
With sincere greetings, I am,
Yours respectfully,
T. L. Yuan,

March 2, 1935
Dear President Butler:
With a view of bringing about closer co-operation between Chinese and American libraries, the Library Association of China has extended an invitation to Dr. W. W. Bishop to visit China in 1935 to make a survey of Chinese libraries and to assist us in working out a plan for their further development. It is also hoped that the visit of Dr. Bishop will not be too limited, so that he will have an opportunity of visiting other institutions of learning and research in different cities in China.
The Library Association of China was founded in 1925 when Dr. Arthur E. Bostwick, Librarian of St. Louis Public Library, attended its inaugural meeting as the Official Delegate of the American Library Association. The Association is to hold its tenth anniversary at the time of Dr. Bishop's visit and we trust that his mission will arouse greater interest and will bring about closer cultural co-operation between China and United States.
As the association is unable to finance Dr. Bishop's trip because of its budgetary limitations, it is therefore hoped that the Carnegie Endowment which is always interested in the promotion of better international understanding will give the necessary support to the project, the carrying out of which will undoubtedly mean a great deal in Sino-American cultural relations.
Yours very sincerely,
T. L. Yuan
Chairman, Executive Board.

Dr. W. W. Bishop, Librarian,
University of Michigan,
Ann Arbor, Michigan, U. S. A.
Dear Dr. Bishop:
With further reference to my letter of February 28, I enclose a copy of my letter to President Keppel of the Carnegie Corporation. As the Corporation makes grants only to institutions in English-speaking countries, I am writing him a personal letter without asking for financial support. When I interviewed with him last April, he indicated considerable interest in having you and Dr. Keogh make the trip to China and I believe he has already written to urge you to arrange for it. I trust, however, that the Carnegie Corporation can make grants to finance your trip through the Carnegie Endowment or the American Library Association.
Aside from the financial arrangements, I hope you will have no difficulty in asking the University for a leave of absence. We are inclined to think that President Ruthven and the Board of Regents would approve your request for leave in view of the importance of your mission as well as in view of the cordial relations China has had with the University of Michigan.
When I was in Chicago, I suggested to Mr. Milam that the A. L. A. should make a series of moving pictures of American libraries as they would arouse immense interest if you would bring them over. A series of lantern slides showing latest development of library buildings and equipment should also be desirable.
From Dr. John W. Stanton who is now studying in Peiping, I am extremely sorry to learn the sudden death of Mr. Benjamin March. It is a great loss to the University and to China. Personally, I have suffered an irreparable loss of one of my best friends.
With kindest regards,
Yours sincerely,

Dear President Keppel:
When I had the privilege of meeting you in New York last April, I mentioned to you our desire of asking Dr. W. W. Bishop and Dr. Andrew Keogh to arrange for a visit to China. I was very much gratified to find that you took considerable interest in library development in China and you endorsed the plan of inviting two American library experts to make a survey of our libraries.
Upon my return to China, the Chinese Library Association has extended an official invitation to Dr. Bishop and Dr. Keogh. I now enclose copy of our letter to Mr. C. H. Milam, Secretary of the American Library Association and we earnestly hope that both of them would be able to plan for a trip this autumn.

Dear Dr. Keogh:
With reference to my letter of January 31, I enclose a copy of my letter to Dr. Stevens and President Keppel. From my conversations with them while in New York, I am rather confident that the request will be granted. Although the Corporation makes grants only to institutions in English-speaking countries, it can finance your trip through the A. L. A. especially as President Keppel indicated considerable interest in having you and Dr. Bishop make the trip to China.
Aside from the financial arrangements, I hope you will have no difficulty in asking the University for a leave of absence. We are inclined to think that President Angell would approve your request for leave in view of the significance of your mission and in view of the close relations Yale has had with China in the past.
Dr. Bishop asked me to write him somewhat fully about our plans. I enclose herewith copy of a memorandum which represents only my own point of view. There will be many more points to be raised after your inspection tour and after your conference with other librarians in China.
With warmest regards,
Yours sincerely,

The members of the Library Association of China are very much delighted at the news: that the Second Philippine National Book Week will be instituted in the latter half of June, 1935. The Philippine Library Association is to be congratulated for sponsoring this project which, we are sure, will be of considerable cultural significance.
Ever since its inception, the book has played a very important role in the progress of man. It is regrettable that there are still many people to whom the importance of the book has not manifested itself. They fail to see that by virtue of books the distance of time and place between men will be removed. Any effort in trying to win over this large number of people to the group of booklovers is worthy of every support and encouragement.
When the news of the Second Philippine National Book Week was received, the First Chinese National Book Week was in progress. It is gratifying to note that the two countries are now moving along similar lines towards a common object for the enlightenment of mankind upon which the peace and prosperity of the world depend.
The Philippine Library Association is putting forth a worthy project the value and importance of which we fully appreciate. On behalf of my fellow librarians in China, I beg to convey to your Association our best wishes for your every success.

President Butler asks me to acknowledge on his behalf your two letters dated March 2, which he has read with interest. He asks me to express his regret that the Division of Intercourse and Education has no fund available which could be used to cover the expenses of the proposed visit of Dr. William Warner Bishop to libraries in China. The undertaking itself is one which is of great interest to us, and we wish very much that it might be carried out, for we believe that Dr. Bishop's rare knowledge in the field of library organization and service would not only be of great benefit to the libraries in China but that such a visit by him would develop futher the already strong feeling of friendship between the peoples of China and of the United States.

Dear Dr. Yuan:
Your letter of March 2 was sent on by Dr. Bishop with word that he had previously reported to Dr. Keogh of Yale University your invitation for a visit to China during 1935 for the purpose of surveying Chinese libraries with a view to their future development. This request touches upon a type of activity that has not yet been approved under the work of this division of the Foundation. I therefore must beg that you leave the question in my hands for the time being. I shall have the matter considered and will report to you as soon as possible.

April 2, 1935
My dear Mr. Yuan:
Permit me to acknowledge your very kind letter of March 4 with its enclosures.
As I am sure you know, both Dr. Keogh and I would be very glad indeed to come to China for the purposes which you have outlined in your several letters. We both feel that the benefit to American libraries from the visit would be fully as great as any gain which can be expected from our own assistance to our Chinese colleagues. We are both of us willing to take the time, and we think that our respective universities can probably spare us for the necessary period of absence.
Neither of us feels, however, that we should be charged with the duty of raising funds for a trip of this sort. It is not of our own seeking, and it hardly seems to us proper to ask the various American foundations for assistance in the matter. We have, however, advised the Carnegie Corporation, the Rockefeller Foundation, and the Carnegie Endowment for International Peace of the proposed visit and have received a certain amount of encouragement which leads us to suppose that consideration at least will be given to the plan on the part of all three foundations. Your letters to Dr. Butler and to David Stevens a few days since were duly forwarded to New York from Ann Arbor.
In your conversations with Dr. Keogh, which he reported to me last June in Montreal and again in New York in February, you mentioned a formal invitation from the Chinese government which would give the visit an official character. You may have decided that it is better not to attempt this and, of course, neither Dr. Keogh or I desire to insist upon it. From the fact that you have said nothing about any such governmental invitation in your correspondence with me, I am inclined to suppose that you and your colleagues of the Chinese Library Association have felt that an informal, rather than a formal, visit is preferable. I think, however, that we should have a definite understanding on this point.
Comparing notes, Dr. Keogh and I find that the only time at which we can both be absent from the United States in the next academic year is the late winter and spring of 1936. That is to say, we are both very much occupied during the first semester of the academic year and there are local reasons which make it extremely difficult for me to be away at that time. We can both of us get away in March for the journey, so that we could arrive in April and return probably in June. We might be able to come earlier if that is desirable. I think we should both of us wish not to be too much hurried in a trip of this sort.
I fear that this later date will prove inconvenient for your own plans. It would be somewhat difficult to arrange an absence in the autumn of 1935, but it could perhaps be done.
You will see, then, how the matter now stands. By reason of your activities, the three great American foundations have been notified that the Chinese Library Association wishes to have Dr. Keogh and myself come to China to visit libraries and to meet with Chinese librarians. You have urged appropriations for this purpose on the heads and leading officers of these three foundations, i. e. Dr. Keppel, Dr. Butler, and Dr. David Stevens. You have further suggested that the American Library Association appoint Dr. Keogh and myself as official representatives of that Association to your own Association.
I presume that you realize that as neither of us reads or speaks Chinese it will be necessary to have the services of a capable interpreter for any such trip as the one contemplated. This adds necessarily an additional item of expense which must be met from some source.
Professor Charles F. Remer, of this University, is now on his way to China and promised me to confer with you about the matter as soon as possible after his arrival in Peiping. I talked to him at some length so that he knows thoroughly the difficulties which confront me personally in arriving at a decision.
With all good wishes and warm regards, and with greetings to our colleagues in the Chinese Library Association, I am, my dear Dr. Yuan,
Faithfully yours,

Dear Prof. Pelliot:
I appreciate very much your letter of 29th March.
Since coming back to Peiping, I have made a selection of twenty more items of early printed books for the London Exhibition. These are being sent to Mr. Yang by registered mail.
From the enclosed list, you will see that it is quite representative of early printing, and I have tried to meet your wishes as far as possible.
For the Kao-li tu-ching, I am referring your letter to Prof. Ma Heng, as it is not included in our collections.
As to the Ku-yu tu-pu in the Ssu-Ku Collection, it is not an important work from the point of view of textual criticism and therefore has not been included in the lot.
I hope you will have a pleasant visit to Shanghai and Nanking and I shall look forward to the pleasure of seeing you in Peiping.

My dear Dr. Yuan:
Since dictating the letter which accompanies this, I have received a very kind letter from the Minister of Education of China, expressing the hope that I may be able to visit China and make a survey of Chinese libraries. I understand from Dr. Keogh, with whom I talked on the telephone recently, that he has also received a letter to the same effect. I am enclosing a copy of my reply to His Excellency.
Dr. Keogh has seen my letter to you of April 12 and completely approves of it. It may, therefore, stand as a joint letter from us both.
Faithfully yours,
W. W. Bishop

May 6, 1935
Dear Dr. Yuan:
Since writing to you on April 2 regarding the proposal to have a visit to China from Dr. Bishop and Dr. Keogh, I have discussed with Dr. Bishop his own plans for the coming year. He informs me that his work would make it impossible for him to leave the University during the autumn months and too, that in planning such a mission he would need more clearly defined statements of what might be expected during his time in China. I know that he is interested himself in gaining information that could be applied in his own institution and that he would be a useful adviser to other American centers that should do more in purchase of Far Eastern materials. But the present year is clearly not a possible time for such a plan, at least so far as Dr. Bishop is concerned. When I have further information from him or from Dr. Keogh, I shall be glad to report to you.
Sincerely yours,
David H. Stevens

Thank you very much for your letters of April 2 and May 6, concerning the proposed visit to China from Dr. Bishop and Dr. Keogh.
We are sorry to hear that Dr. Bishop find it difficult to make the trip during 1935, but we hope very much that he and Dr. Keogh can both arrange to be absent from their work early in 1936, so that they can spend a few months in China. Dear Mr. Milam:
You will undoubtedly recall our conversation regarding the proposed visits to China from Drs. Bishop and Keogh. They have expressed their willingness to take the journey, and they both feel that the benefit from the visit to American libraries would be as great as to Chinese libraries. I hope, therefore, that in view of the importance of their mission, you will lend us your assistance.
Dr. David H. Stevens of the Rockefeller Foundation has hinted that the Foundation would be willing to finance a part of the expenses, although he does not commit himself to anything as yet. As soon as definite dates for the journey are decided upon by Dr. Keogh, the matter could be brought once more to his consideration.
President Keppel indicated considerable interest in the proposed visit by Dr. Bishop and hinted to me that through the A. L. A. a grant-in-aid can be made by the Carnegie Corporation. As President Keppel will be returning to New York next month, I am writing to you to suggest that you take the necessary steps towards obtaining the support for Dr. Bishop's trip.
We hope that both Dr. Bishop and Dr. Keogh will come as official delegates of the American Library Association. It is desirable therefore that effort be made to remove practical difficulties, so that an early visit may be arranged.
With warmest regards,
Yours sincerely

Dear Mr. Yuan:
The Executive Board of the A. L. A. has already acted favorably on your first suggestion that Dr. Bishop and Dr. Keogh be made official delegates of the A. L. A. if and when they visit China in accordance with your invitation.
At the first opportunity, which will probably be about three weeks from now, I shall discuss the matter of funds with representatives of the foundations and will report on the results. I hope very much that either you or we may find the funds for this proposed visit.
It is quite possible that the American foundations may raise some question as to whether the money should come from America rather than from China. Though I shall not postpone a possible interview while waiting for your answer, I shall be glad to have you tell me whether the matter has been presented to the Chinese Government or the China Foundation for Education and Culture.
Cordially yours,
Carl H. Milam

Dear Dr. Yuan:
Thank you very much for the two copies of your Catalogue of Modern American Printing.
I am writing to-day to Mr. Bishop, who is due in New York on Sunday, asking him whether he has any new information or any new light upon our proposed trip to China.
The only thing that I have new is that it will not be possible for me to go this fall because of a lecture course in which I am involved.
Mr. Bishop told me that two Chinese delegates at Madrid were very much set on having us visit China. They have probably written to you on that point.
I hope that the moving of the Japanese southward will not affect your own plans for library development in China. I fear, however, that the floods and other calamities may make it impossible to carry out some of your generous intentions.

Dear Mr. Milam:
Your letter of July 9th concerning the proposed trip of Dr. Bishop and Dr. Keogh to China was duly received. I have been out of town for over four weeks, and hence I have not been able to answer you earlier.
It is a pleasure to know that the Executive Board of the A. L. A. will ask Dr. Bishop and Dr. Keogh as official delegates of the A. L. A. when they visit China next year.
I note that you will discuss the matter of funds with representatives of the foundations and hope very much that you will get tangible results. On our side, we have approached the Government authorities concerning this matter. But it seems that the Government is now concentrating its resources on flood and famine relief and has very naturally put all cultural projects in the rear.
But if the travelling expenses of Dr. Bishop and Dr. Keogh can be defrayed out of a grant from some of the foundations, we shall be able to make arrangements so that they may stay and travel at the expense of the Chinese Government after their arrival in this country.
Being a joint Sino-American project, I earnestly hope that through your effort and assistance their visit to China in the spring of 1936 will be realized.

Dear Dr. Yuan:
I have not had the opportunity, which I anticipated when I wrote you on July 9, to discuss your proposal with officers of the foundations. On further reflection I doubt the advisability and propriety of our making the request. We are constantly making proposals to the foundations and it is somewhat more than probable that one more project from the A. L. A. would be received less warmly than a proposal from the Library Association of China and the National Library of China.
On the basis of activities financed in recent years, you might logically write to Dr. David H. Stevens, Vice President of the General Education Board, 49 West 49th Street, New York, or to Dr. Frederick P. Keppel, President of the Carnegie Corporation, 522 Fifth Avenue, New York, N. Y. The Carnegie Corporation would not be able under its charter to make a grant to a Chinese institution directly but it might handle the matter either through the Carnegie Endowment for International Peace or through the A. L. A.
In your letter you are free to state that the Executive Board of the American Library Association has made Dr. Bishop and Dr. Keogh official delegates of the A. L. A. to be effective if and when they visit China in accordance with your invitation.
With cordial greetings, I am

Dear Mr. Gunn:
For some years past, we have been contemplating the printing and distribution of catalog cards for Chinese books. Partly due to financial difficulties and partly due to the pressure of work resulting from the cataloging of our entire Chinese collection of 500,000 volumes, the project has been put off until today. With our recataloging work near completion, we hope that our plan will materialize in the immediate future. It goes without saying that the printing and distribution of catalog cards will be the most effective way to-ward inter-library cooperation both within and without the country and that many libraries, institutions and individuals will be greatly benefitted from this worthy undertaking. We are submitting herewith a memorandum with the hope that you will kindly forward the same to your New York office for consideration and action. Any help or advice which you may kindly extend toward the early realization of this plan will be gratefully appreciated.
If the Foundation wishes to consult some specialists regarding the project, I may be allowed to suggest the following names:
Dr. Arthur W. Hummel, Library of Congress, Washington, D. C.
Dr. A. Kaiming Chiu, Chinese-Japanese Library, Harvard University, Cambridge, Mass.
Dr. Mortimer Graves, Secretary, Committee on the Promotion of Chinese Studies, American Council of Learned Societies, Washington, D. C.
I may add that we have already started on a small scale the printing of catalog cards for Chinese books published since January, 1935. Mr. K. T. Wu, a graduate of Columbia and Michigan library schools with considerable experience in cataloging, is now in charge of our Catalog Division and supervises the printing and distribution of the printed cards.

Dear Mr. Yuan:
I am enclosing herewith an official letter from Mrs. Norma S. Thompson, the Secretary of the Rockefeller Foundation, to Mr. S. K. Koo concerning the Quarterly Bulletin of Chinese Bibliography. Will you please transmit this to Mr. Koo?
You will observe that an appropriation not to exceed US $5000 has been made to the National Library of Peiping towards the support of the Quarterly Bulletin of Chinese Bibliography during the period October 31, 1935 to December 31, 1938. Will you please send me as soon as possible a statement as to what manner you wish this money paid? The grant, as you will see, runs for three years and three months, which is at the rate of a little more than US $1500 a year. I presume that you would like the payments made in Tientsin dollars, and we can readily sell here in Shanghai from time to time US currency for this purpose. I shall await a reply from you before taking any action.
Yours sincerely,
P. S. Please note the under the terms of this grant any balance remaining unexpended as of December 31, 1938 would revert to the Foundation.

November 5, 1935
Dear Mr. Yuan:
In connection with my letter attached herewith, I feel it advisable to also send you some supplementary information with regard to the grant for the Quarterly Bulletin of Chinese Bibliography.
It is understood that the sum of US $5000 is to supplement the money given to the Library by the Chinese National Committee on intellectual cooperation. According to our understanding, this Committee provided the money for the Chinese Section of the Bibliography, and the Foundation's contribution is to be allocated to the following uses in preparation of the English section, the annual charges being approximately as follows:
For over a period of three years, this would amount to $4500(US),and the additional US $500 is to be used during the closing months of 1935, or for unexpected charges during the term of the grant.
The help of the Foundation is to be devoted entirely to the more careful preparation of the English section, and is looked upon as support of a project essential to cooperative plans of Oriental and English scholars.
Your sincerely,
Selskar M. Gunn

Dear Mr. Gunn:
I thank you very much for your letter of November 4 informing me of the appropriation of US $5,000 made by the Rockefeller Foundation to the National Library of Peiping for the support of the Quarterly Bulletin of Chinese Bibliography, English Section, from October 31, 1935 to December 31, 1938.
The money will be used in the manner as outlined in your letter of November 5. If, however, the allowance for the printing expenses for the English Section of the Bulletin be discontinued by the Chinese National Committee on Intellectual Cooperation at any time before December 31, 1938, may I suggest that the National Library, through economies effected, use a part of the Foundation's appropriation for this purpose?
As to manner of payment, I would suggest that the instalment for the last quarter of 1935 be remitted to the National Library during this month; while for the future, quarterly instalments of US $375 at exchange be remitted during the first month of each quarter. A separate account of the money will be kept, and an annual statement of expenditures will be sent to your office. I understand that any balance remaining unexpended as of December 31, 1938, reverts to the Foundation.
I have transmitted Mrs. Thompson's letter to Mr. Koo, who will write to New York direct.
I assure you of my grateful appreciation of your assistance in making possible this appropriation. On our side, we shall do our best to make the Quarterly Bulletin a better medium of information about Chinese cultural activities and scholarly accomplishments, so that it shall indeed be an essential link between Chinese and Western scholars as envisaged by the Foundation.

Your letter of November 9th to hand, and I am arranging with our Comptroller to forward to you promptly a check in Tientsin dollars equivalent to US $500.00.

Dear Mr. Yuan:
Your letter of October 5 addressed to Mr. Gunn with materials concerning the printing of catalogue cards on Chinese books reached me only a few days before a conference in New York that dealt with the classification of collections in our country. We had representatives from four universities-California, Columbia, Harvard, and Yale; from the Library of Congress; and a fellow on Foundation support, Mr. Wong. I am sure that progress is possible in the cataloguing and then in the buying of material at major centers here.
I followed your suggestion to talk with Dr. Hummel regarding your own project. He will report to you the ideas he has on your project. I think that there is nothing to add in order to have your plan discussed. If the letter sent you by Dr. Hummel raises any questions that require answers before the plan is fully outlined, I shall know of that by direct communication from him.
Sincerely yours,
David H. Stevens

Dear Mr. Yuan:-
I have your letter of October 16th outlining the project for the printing and distribution of catalogue cards for Chinese books. No one in this country appreciates more fully than we here in the Library of Congress the advantages of this undertaking, and I am doing all I can to promote a knowledge of its importance.
Your project was fully discussed at a conference of Far Eastern Librarians which met in New York on November 29th under the auspices of the Rockefeller Foundation, and every person present felt that if you can proceed along the lines you propose, you will be helping to solve one of our major problems. Present at the conference were representatives from the Chinese and Japanese libraries of Harvard, Columbia, Yale, University of California, and the Library of Congress. It was called by Mr. Stevens, and I think it succeeded in showing us, and the officials of the Foundation, what our needs are, and where we stand.
I may add that some members of the conference stressed the importance of arranging Chinese cards, here in the West, by English rather than by Chinese subject heading. In the absence of a fixed Chinese terminology, and for the convenience of western students, it was thought best for us to arrange our cards according to the Library of Congress subject-headings. There the terms are already fixed, and we might as well profit by such uniformity as we can get. If your staff could choose and then print the required L. C. headings, either on the back or the front of the card, all western libraries could attain uniformity in their subject catalogues. I realize that this involves some study of the book, and that you may not care now to assume that responsibility, but I wish to present it as one of the techniques that could be of great benefit to western collections.
With best wishes and kind regards, I remain,
Sincerely yours,
A. W. Hummel,
Chief, Division of Orientalia

My dear Dr. Yüan:
Your note of October 21 reached us over a fortnight ago, and if my acknowledgment has been delayed that is not due to any inattention,-because the project suggested interests us strongly.
I write now to say that we should like to secure three sets of the cards that your Library is proposing to print and that we shall be happy to secure them by giving your Library credit for them in exchange for the proof sheets of our own cards for which you have customarily been subscribing.
Dr. Hummel estimates that the subscription price of the three sets which we hope to receive from you would be G. $76.50. It is therefore this amount that I shall authorize our Card Division to credit to your Library on account of the exchange.

Dear Dr. Stevens:
Sometime ago we learned from Mr. Gunn that the Foundation had made a grant towards the support of the Quarterly Bulletin of Chinese Bibliography. We are much obliged to you for your personal interest and assistance in this matter and we wish to convey to you the expression of our hearty thanks.
In spite of the unsettled political situation in North China, we have been carrying on our work as usual. We are now engaged in the printing and distribution of catalogue cards for Chinese books. Owing to our limited budget, only books published after January, 1935 are included. Through Mr. Gunn we submitted a memorandum concerning this project and in view of the valuable services which it will render to all libraries in China and abroad, we hope that it will receive your favourable consideration.
In two weeks'time, I hope to send you a brochure entitled “Libraries in China” which will give you some idea about library development in this country. We hope very much that the Foundation may find it possible to lend assistance to Dr. Bishop and Dr. Keogh, in order that their trip to China may be realized. The Chinese Government has extended them a cordial invitation and the Executive Board of the American Library Association has made them official delegates of the A. L. A. to be effective when they visit China. It only remains to find the financial support in order to make the trip possible.
Mr. Milam of the A. L. A. suggested that we should also write to the Carnegie Corporation which might make a grant through the A. L. A. We sincerely hope that the proposal will receive the approval of the two Foundations.
With assurances of my deepest appreciation for your interest, I am
Yours very sincerely,
