January 14, 1931
Dear Mr. Yuan:
I have your letter of December 16, containing the voucher for the TSUI CHIN TZU PU. This came in splendid condition and we are very much pleased with it. I am pleased also to have the gazetteers and especially the Ming edition of the SAN KUO CHIH.
As soon as Mr. Wang left for Havana, I had in mind to write you concerning a qualified Chinese cataloger to succeed him. You had sent a very good man, Mr. Yen, to Columbia University who was in Washington for two days in December and who has impressed me very much both with his gentlemanness and his ability.
For years, however, I have had in mind a Mr. Han Shou-hsuan, a student in the Research Institute of Peking National University. He was my teacher in the Language School at Peking, and since then has made Chinese history and philosophy his specialty. He has consented to come, and will be leaving Peking in about two weeks. My idea was to have not only a man who would do the more or less routine work of cataloging, but who himself wishes to specialize in Chinese, and would, therefore, be able to answer authentically and speedily numerous questions on all phases of Chinese culture which came to us. Because I felt that Mr. Han had just these qualifications, and because I knew his temperament, I felt that I could not make a mistake in engaging him to work with me in Washington much as he did in Peking. Later on, it is the intention of the Librarian to invite a highly qualified Chinese Consultant at a salary of, say, $5,000 per year who would be in the Library to answer just these questions that Mr. Han and I are having to answer now. While we have now Consultants in most of the other fields, we have not yet the funds to engage one for the Chinese field. But I am sure that this will come later. In the meantime, I felt I must have the type of assistant who could in a measure perform both services. I thank you, however, for offering to engage a man for us, and had I not known of Mr. Han, I certainly should have appealed to you long before this time. If the present arrangement does not work out, I shall seek for your help later on.
With kind wishes for the New Year, and many thanks for the recent items you have sent us, I remain,
Very sincerely yours,
Arthur W. Hummel,
Chief, Division of Chinese Literature.

Dear Mr. Yuan,
Thank you very much for all the books you have sent, and especially for the volume of Lin Tse-hsü documents. I am having $25 gold sent by the University treasurer, which you ought to get on the same mail as this letter or soon after, to pay the balance of $29.95 Mex. due on the statement of Dec. 6 and the bill dated Nov. 8, 1930 for Museum and Library reprints, and leave a small deposit.
The last number of the Bulletin of the Library Association of China which we have is vol. 5, no. 5(April 1930)and of the Chinese Library Science Quarterly, vol. 3, no. 4(Dec. 1928). Will you kindly send us whatever of both journals has been published since these and enter our subscription to both.
And will you send us, if you can conveniently, a copy of the booklet entitled Libraries in China published in 1929.
Only one other request I have this time-will you be so good as to have covers made(those for the I wu shih mo are just right)for whatever Chinese books you send us in the future.
We have not made as much progress as we would like with the photostating of the Yung Lo ta tien, but we hope to have at least one volume done sometime this spring.

Dear Mr. Yuan:
We are anxious to have all of the Reprints of the National Library, Peiping as they make their appearance. Dr. Swingle is particularly anxious to have such herbals and medical works as you may print. It seems that up to the present we have only the two following works:
Perhaps it is most convenient if you send these on approval, for it is difficult for the Library to order, or make payments for such series in advance. I merely write to make certain that we get them, and any other important works that you think we ought to have.

Stockholm,
Sweden.
Dear Dr. Hedin:
I am glad to learn from your letter of May 8 that you have been successful in arousing interest regarding the explorations in Sinkiang. With your vivid personality and the results that you were able to present, there could have been no other outcome. You have done so much for the scientific renown of Sweden, and it is good to see that your nation has done well by you.
My brother is now on his way home, but there is little other news that I can give you. I suppose he attended to the packing of the specimens, etc., before he left Tihwa. I will ask him to write you as soon as he gets back in August.
According to the latest information, Sir Aurel Stein had been asked by Governor Chin to leave Sinkiang, and has probably left already. Contrary to his promise to the Central Government, Stein asked Gov. Chin to allow him to make excavation, which the Governor very properly refused and followed up with the request to leave.
The new building of the National Library will be formally opened on June 25, as you know already from the invitation sent to you last month. It is too bad that we cannot have you here with us on this occasion. All your Chinese friends here hope that we shall soon have the pleasure of welcoming you back in Peiping.
With best wishes.
Yours sincerely,
T. L. Yuan

Dear Dr. Montell:
Referring the two Swedish Journals, “Geografiska Annaler” and “Ymer”, which Dr. Hedin kindly suggested to secure for the National Library of Peiping, I have looked up our files of periodicals and found we have none of them. We are very grateful to Dr. Hedin for his interest in this Library, and shall be very much obliged to you if you will kindly write him asking him to procure them for us and assuring him of our appreciation of his assistance in our behalf.
Besides current numbers, we are also desirous of securing the back files, because complete sets of these two important journals will be of much greater service to Chinese research students of geography and anthropology.
Please convey my best regards to Dr. Hedin and accept the same yourself.
Very sincerely yours,

Dear Mr. Yuan,
Heartiest congratulations on the successful completion and opening of the new library, and best wishes for your work in it in the future. I appreciated very much the invitation to the formal opening and I am very sorry I could not be there. Friends have sent me clippings about it from both the Leader and one of the Chinese newspapers, which I have read with great interest. I only hope I can be there to work a while before too long.
We have at last got one of our volumes of the Yung Lo ta tien photostated and I am sending the photostat copy to you with this letter. It is packed in two rolls, both of which I trust will reach you promptly and in good condition. Whenever you can send us a copy of one of your volumes in exchange, we shall be glad to have it.
I wonder if you know about the volume of the Yung Lo ta tien of which I learned in March, which is not in your list of extant volumes. It is in the possession(or was in March)of Mrs. John Inglis, in Denver, Colorado, who wrote to ask how much we would offer for it. It is Ch. 8091-8093. We offered Mrs. Inglis two hundred dollars for it, which seems a fair price, but I have heard nothing further from her. I hope some library gets the volume, so it will be carefully preserved and made available for scholars' use.
Has Dr. T. F. Tsiang's source book for the history of Chinese foreign relations been published yet? I should be very glad to have a copy if it has. And is Chung Kuo Jen ming ta tz'u tien available yet? We should like, too, a copy of Chung kuo ti ming ta tz'u tien and all the volumes that have been published of □□□□□□□□. If you can send us any of all of these, we shall appreciate it very much.
I do not know just when we shall feel able to have more of the volumes of the Yung Lo ta tien photostated. It is rather expensive and a drain on our limited funds, but we very much want to let you have them as soon as we can.
With greetings and best wishes,
Cordially yours

Dear Dr. Hedin:
I have just returned from a trip to Tsingtao and find your letter of July 6 waiting for me. My brother must be somewhere on the outskirt of the desert on his way home, but strange to say that I have heard nothing from him so far. He has been very fortunate in having the opportunity to work under you, and you have further done him great honor by your generous praise of his work in all your writings. I have just seen a review of your recent book “Rätsel der Gobi” in the Times Literary Supplement, in which the reviewer repeats what you said about Philip's work. You cannot know how grateful we are for your kind words.
We know very little here about Sir Aurel Stein except from Governor Chin's vague telegrams. It appears Stein travelled in Sinkiang many months, but if the Governor can be trusted, no excavations were done. He maintained that Stein asked to be permitted to do archeological investigations, but that this was refused him and that Stein left the territory without any antiquities with him.
A lot of preliminary sorting and photography have to be done in the bamboo MSS. before any study can be undertaken. We are truly too glad to be of any service possible. I think you have heard from Prof. Liu that the China Foundation has granted the Chinese Committee some money to carry on its research on the material, though much less than what was asked for.
I have secured for you one photograph of a Chinese court lady decorating her head with pearl pendants after the morning toilet. I am sending it to Dr. Montell, as also a booklet about our new building. I hope to secure some more photographs for you soon. About publication for our library, will you kindly mention our special interest in the natural and exact sciences? We are greatly indebted to you for your constant interest in the National Library and cannot thank you enough in writing.
With best wishes.
Yours sincerely,
T. L. Yuan

Dear Miss Gaskill:
I learned that a very important book, the COMPLETE WORKS OF CHANG CHIH-TUNG, may be had. The late Viceroy Chang is well-known for his many reforms and the important part he played during the Boxer trouble, besides being known as a Chinese scholar. Hitherto, only parts of his works have been available, but the present edition is definitive. It is in 120 volumes, printed from wood blocks, in the standard quarto size.
I must explain that the books are not yet on the market here. I understand a small edition was published in Harbin and immediately exhausted, but the blocks are here now. Owing to the importance of the work for the study of modern Chinese history, I have asked the owner to print five copies for us, one of which being for the Cornell University. The book will be ready soon. The price will be $100 silver, which includes 20 cloth-board cases. I will send the book to you as soon as possible. The cost including postage will work out at less than G $30, which is possible only because of the exchange rate.
Yours sincerely,

Dear Dr. Hedin:
I have just received your kind letter of August 3. I am really much obliged by what you say regarding the little assistance that I have sometimes been able to render to your associates here. It is but no more than my duty toward my honored guests. I only regret that I am unable to be of greater service.
Thank you very much for your efforts to supply us with two well-known geographical journals of Sweden. I quite realize the difficulty in securing the back-numbers, so please use your discretion whether the matter should be mentioned. The National Library is always glad to receive publications of learned societies, particularly in the physical, natural and historical sciences. I sent you a little pamphlet about our library when I last wrote you, which I hope you have received. It gives a little history and some description of the new building. I am now sending you some additional photographs. As to our collections, our Chinese books and MSS. The Imperial Library of Emperor Ch'ien Lung, in 36,300 MS. volumes bound in silk, and over 8000 MSS. from Tun Huang are among the notable collections. Of foreign books, we have about 50,000 volumes, but these include nearly 200 complete sets of foreign learned journals, and many important reference books. We have two important libraries deposited with us, namely, that of Liang Ch'i-Ch'ao and the Möllendorff Library(mainly foreign books on philology). We are now preparing a pamphlet in English giving more complete information, which will later be distributed among the learned institutions of the world.
Regarding your desire to secure two copies of the Kanjur and the Tanjur for the Lama temples in Stockholm and Chicago, I am afraid you may meet some disappointment. Complete copies are now very rare, our own copy of the Tanjur being a little imperfect. The copy of Kanjur deposited with us by the Commercial Press was purchased by it with great difficulty.
The Citroën expedition appears to have been wound up at Tihua. We get very little news from Sinkiang, but as the French have been sending out wireless reports to Paris, you may know more about the matter. We have not heard anything about the party travelling from the West, but it is certain that the expedition will not be allowed by our government to travel overland to Burma, after all that the French have done.
Professors Ma Heng and Liu Fu have already started their preliminary work on the MS. on wood. The library has set aside a large room for their use. The cleaning and copying of the texts will take a long time, after which there will be the photography to do.
I still have not heard anything from my brother. From what you say, he ought to be back soon. The war in North China was promptly suppressed, and there is every likelihood of peace in this part of the country. But unprecedented floods are doing great damage in Central China. My country is really most unfortunate, for where we don't have man-made calamities, we have natural ones. The government is floating a loan of $10,000,000, for emergency relief, and we hope the plans will be carried out efficiently.
With every good wish and hoping to welcome you back in Peiping soon.
Yours sincerely,
T. L. Yuan

Sept. 18, 1931
Dear Gaskill,
Thank you very much for your kind words about our formal opening. We had an awkward situation on June 25, for we had more than twice the number of guests we had expected. Although the number created many difficulties for us, making it impossible to give them the necessary attention, yet we felt gratified that so many persons took an interest in the library.
The photostat of the YUNG LO TA TIEN has just been received-C13453. It is splendid, and I appreciate the cost you had to bear. I shall be glad to send you a volume on exchange, but I do not know whether you prefer MSS. Facsimiles or photostat. Our machine is a small one, and if we take the TA TIEN in original size, there will not be any upper and lower margin. Moreover, the photostat would be negative only. Please let me know which kind you want, and also the particular volume that you may prefer to receive.
After consultation with those interested in photostats of YUNG LO TA TIEN, it has been suggested that if the Cornell Library has a small machine taking wide pictures, a reduced size like the sample enclosed will do. This will reduce the cost very materially and would be equally serviceable for our purpose.
About the volume of YUNG LO TA TIEN you mentioned, I hope to receive it as a gift in a short time. At first, we hoped to secure a photostat copy only, but with the valued help of a missionary lady here, Mrs. Inglis finally decided to present it to the National Library. From what she wrote, the volume appears to have been saved from the Han Lin Academy by her husband during the Boxer uprising.
I have bought for you two dictionaries of Chinese geography, one published by the National Academy of Peiping, the other by the Commercial Press. They supplement each other. I hope to send you the WORKS of Chang Chih-Tung in a few days. If you don't want it for Cornell, please pass it on to the Chinese Library of Harvard. Mr. Alfred Chiu saw the book when he left for America and asked me to let him have it, but as I had reserved it for you, I had to refuse him.

Dear Dr. Hedin:
Many thanks for your kind letter of August 25, and your gift of a copy of your book, which will be most welcome to the library. I expect to receive it from Brockhaus soon, though the situation in Manchuria may cause the delay.
The Japanese this time certainly went too far, even farther than their own Foreign Office approved. The situation is full of danger, and I do not see what would be the end of the complications that are daily arising. The unprovoked attack was entirely unexpected, and the government is following a careful policy. Even though Japan has a very good propaganda machine in the West, the facts are such that I believe the world will not be fooled.
I have seen Osborn's article in Science. He must have felt very bitter to write in such a way as he did. It is for the Commission to reply, but I cannot help observing that his mention of your expedition, Stein, and Haardt is unfortunate. We are grateful for the statement you have caused to be printed. As for Stein, he assured Nanking he was not going to excavate, but the first thing he did in Sinkiang was to ask permission to do archaeological work, and consequently he was asked to leave. The Citröen expedition, you know, has very little scholarly objective, for even Pierre Teilhard de Chardin was invited by China to go on the Expedition, as for Dr. Andrews, he has only himself to blame. He repeatedly ridiculed the Chinese and arrogated to himself the sole right to explore Mongolia. Dr. Andrews was said to be a very amiable person, and it must be that he had a special set of manners reserved for Chinese, for his attitude toward the Chinese was so over-bearing that no one wanted to have anything to do with him. Of course, Dr. Osborn knows nothing about this side of Dr. Andrews, and lays the whole blame on China, that we want to stop all scientific work by foreigners in our country, etc.
We have finally heard from my brother, he changed his plans a little, and will come back by camel, arriving Peking in December. The fossils were entrusted to a foreigner for dispatch to Pao Tou. The Committee is sending a man to meet the consignment.
Prof. Fu Liu, I understand, has written to you and Dr. Karlgren, so you will have known that the China Foundation made a grant to the Committee. He and Prof. Ma come to the Library three times a week to work on Dr. Bergman's wood strips.
I am sending you two more set of pictures of the Library. I hope you will find the photographs of the exterior usable, but those of the interior are not as clear as I wish. Still, a few of them may be good enough for your purpose.
With best regards.
Yours sincerely,

Dear Mr. Yuan:
Your recent communications have been received. During the absence of Mr. Hummel, who is now in Europe, I have the honor of thanking you for bringing available works of importance to the attention of the Library of Congress.
I am sorry that the Library of Congress did not secure seven of the items on your list. Two of them are already in L. C. so it is, as you have observed, better for the interests of the seller to let them go, en bloc, to Harvard.
In complying with your request, I have secured from the American Council of Learned Societies Bulletins No. 10-11, as well as Bulletin No. 1, “Progress of Chinese Studies in the United States of America.” These with the Annual Reports of the Librarian of Congress have been sent under separate cover. I quote a portion of Mr. Blanchard's memorandum concerning the latter:
“The volumes of our Annual Reports requested by Mr. Yuan---were sent by international exchange on September 21, 1931. There is of course no charge for these volumes as we are happy to be of any service to Mr. Yuan. Since the volumes are going by international exchange, it will take several weeks for them to reach Peiping.……”
I thought that I would see you in America this past summer. Word came to me that you were coming. I shall look forward to renewing our acquaintance in the near future.
Trusting that you are enjoying the best of health, I am

Dear Mr. Yuan:
My absence in Europe made it impossible for me to reply earlier to your letter of August 11 and 25. Mr. Claytor has already answered most of the queries which you sent, and has forwarded to you the annual reports both of the Library of Congress and of the committee for the Promotion of Chinese Studies.
I am sorry we were unable to obtain the nine rare Chinese works which you at first had in mind for us. However, we are glad for the complete works of Chang Chih-tung which you indicate that you are sending and which I am now recommending that we purchase.
You may rest assured that there is never any difficulty about the purchase of such rare works as you ordinarily recommend. If the sums are not too large, it is unlikely that the Librarian will refuse to purchase such items as you may recommend, since he has absolutely confidence in your judgment and in your sincerity and goodwill.
I am now taking up again the question of reproducing for your Library the volumes of the YUNG LO TA TIEN which are here preserved, and I hope that we can come to a definite decision in this matter. This matter has been in my mind for a long time and I am anxious to see it brought to a successful conclusion as early as possible.
Many thanks for your kindness, I remain,
Sincerely yours,

Dear Dr. Hedin:
I have just received your letter of the 8th. As Dr. Montell is leaving this afternoon, I will write you a hurried note.
As you say, Sweden has borne by far the largest part of the expenses, and if you have nothing to show at home, it will be very embarrassing for you. I am not in a position to guarantee that you will be given all of Dr. Bergman's Neolithic finds, but at least I can assure you that every bit of influence that I have will be used on your behalf. Perhaps it will be impossible to give Sweden all the finds, but I am sure that some arrangements can be made that will satisfy both your desire and the government's regulations. The only requirement is some dialectical skill, for which we Chinese are not inferior! So far, the best of relations exists, and so I am rather sanguine.
As to the study of the finds, I understand that some Chinese has to be associated with our Swedish colleagues, and the reports published in China. Whether the association be only nominal or someone will actually be detailed, I do not know. This however is a point that can be easily adjusted.
Thank you very much for the publicity you have given us. I am sure with your distinguished name to back up the appeal for publications, it will be productive of much results. The National Library is greatly indebted to foreign institutions for valuable gifts, among which the Swedish Academy of Sciences is prominent. I hope that the utilization of these publications in the National Library will help advance the sciences.
With best regards.
Yours sincerely,
T. L. Yuan

Dear Mr. Yuan,
We shall be glad to have a copy of whatever volume of the Yung Lo ta tien you decide upon-you know better than I which are of greatest interest. We prefer to have ms. facsimiles rather than photostats. We feel sure that the reproduction will be as accurate as it would be if it were made photographically, and that the manuscripts will be of great interest as examples of Chinese calligraphy and book making. I was very glad to learn that you were expecting to receive Mrs. Inglis'volume, and I hope you have it by this time. We are glad to know that you will be satisfied with the photostat copies in reduced size and I hope that we can have our other volumes done that way before long.
The set of the works of Chang Chih-tung has come and we are very glad to have it and grateful to you for securing it for us. The geographical dictionaries have not yet come but they probably will soon. I am very sorry not to have the Chung kuo jen ming ta tzu tien and complete set of the Chang ku ts'ung p'ien. Please send as nearly a complete set of the latter as you can get. I do not know just how our account stands because I have never received a statement as to the rate of exchange you got on the 25 gold, we sent Jan. 17, 1931. According to my account we have to our credit that $25 gold and $87.75 Mex, and debited against that a total of $271.95 Mex.(including the $133 for the works of Chang Chih-tung). We are sending a check for $30 gold which ought to put us out of debt with a little to spare.
I trust your work is not being disturbed by the situation in Manchuria, and that by the time you get this letter that situation will be different. It does seem impossible that the Japanese can get away with such aggression.
