Charles C. Williamson

January 8, 1934

Dear Mr. Yuan;

I learn from Mr. Goodrich of our Chinese Department that you are planning to come to the United States next spring. This is very nice news; I can assure you of a warm welcome at the University and especially in the School of Library Service. We shall want you to talk to the students at some Wednesday morning assembly on a topic of your own choosing, but I would suggest that it have to do with the present status of the library development in China.

Mr. Goodrich and I are agreed that we want you to give a public lecture at the University on some suitable subject and we suggest that you take for your subject the development of the Chinese book from the beginning to the present time. This will not only be of great interest to the general public but of special interest to the students in the School of Library Service.

Mr. Goodrich has no funds in his department to pay fees to outside lecturers. In the Library School we have also very little money for this purpose, but we can offer you a modest fee which will at least pay taxi fares! I know without even consulting Miss Sanderson and other colleagues that we shall want to offer you little hospitalities of various kinds. Consequently, I trust your stay in New York will not be too limited and that you will keep open a few dates which we can claim for luncheon or dinner and afternoon tea in East Hall.

I shall be glad to know as soon as convenient what your schedule is likely to be so that we can suggest definite dates for these various functions.

Cordially yours,

Dean

I am most happy to be back at my alma mater and able to see my old teachers and friends. I only regret that my stay in New York is too limited to enable me to attend some classes at the School which you so ably direct.

With kindest regards,

Yours sincerely,

April 2, 1934

Dear Mr. Yuan:

During our conversation today the question of a subject catalogue for the Chinese books was touched upon. The importance of such a catalogue, without further discussion on that point, is well known to you.

The lack of funds to employ the necessary help for preparing the cards desired is the principal reason that such a catalogue has not been made are this.

In order to make a complete subject catalogue it will be necessary:

1.To write from 1 to 6 additional cards for the 52,000 or more titles in the present title catalogue(38,000 ts'ung shu; 14,000 independent works).

2.To re-classify, perhaps, the whole collection, adopting the system now in use at Harvard or by revising our own system so that it will be more elastic.

3.To employ an additional assistant who will devote his whole time to rewriting and classifying subject headings.

I am sure that Dr. Hummel will be grateful to you for any suggestions as to ways and means of meeting this problem. Of course, all matters relating to the Library of Congress must be approved by the Librarian.

Yours sincerely,

I am glad to learn from Mr. Chiu that you are able to take a trip to America this Fall, and to work in the Chinese Library at Harvard University. Mr. Chiu will, undoubtedly, write to you about the exact date on which you are expected to begin work at Harvard, but I hope that you will plan your trip in such a way that you will be able to visit a number of libraries on your way to Cambridge. You may consult with Mr. F. F. Lee of the Division of Accessions of the National Library at Peiping, who is coming to America on a Rockefeller Foundation fellowship. He will visit a number of libraries along the Pacific Coast and in the Mid-West. I am sure that if you can take the trip together you will be able to visit a number of libraries on your way to Cambridge.

As you will note, librarianship is not classified in the class of professors. Therefore, unless you have an official student passport you will have a great deal of trouble with the Immigration officials in this country. I would urge you to ask the President of the University of Shantung to apply for an official student passport for you from the Ministry of Foreign Affairs through the Ministry of Education. Please show this letter to President Chao, who is a close friend of mine. I am sure he will help you out in getting this official passport.

Dear Mr. Chiu:

I am enclosing copy of a letter which I am sending to Mr. Huang at the University of Shantung. If you can, you may send him a list of the libraries which he should visit on his way to Cambridge. You should also tell him that he should plan to leave earlier in order to give more time to the visiting of libraries. I am hoping that after a few years'service at Harvard, he might be given an opportunity to visit libraries in Europe, so it is not likely that he will ever go back to China by way of the Pacific.

I remember that I told you when I was in Cambridge that I was planning to have Mr. C. P. Wang, who is now working in the Chinese Library at Columbia, join the Library of Congress in the Fall. As Mr. Hummel will not be back until June 22nd, the matter is now in the state of suspense. Mr. Wang will be leaving Columbia by June 30th. I have been wondering whether the Chinese-Japanese Library at Harvard could make use of him for two months, from July 1st to August 31st. If you could help him out, he will be greatly benefited by his experience at the Chinese-Japanese Library at Harvard. I think very likely Mr. Hummel will invite him to the Library of Congress in assisting the cataloging of the Chinese collection here. I shall be very much obliged if you could do something for Mr. Wang. Let me know your decision as soon as possible.

Dear Mr. Yuan:

In response to your letter of May 22nd I want to extend our hearty thanks to you for the excellent arrangement you made for Hr. H. H. Huang to come to work here next year. I shall report your kind cooperation to Professor R. P. Blake, Director of University Libraries.

With regard to Mr. Wang, I am very sorry to inform you that we could not possibly take on another assistant this summer being strictly limited by our small budget. As you know, we already have Mr. Andrew Ko and Mr. Chaoying Fang working here. I have also arranged several months ago for Mr. Hanyee Feng to work for our Library during the summer, especially to finish some job he started last year. You will surely see the difficulty and unfairness in laying off our old associates who have done good work(Mr. Hanyee Feng worked here for two years)in order to admit entirely new persons. I sincerely hope that you will explain my difficulties to Mr. Wang, so that he may not take our inability to invite him as any reflection on his ability.

I understand that both University of California and Stanford University have substantial Chinese collections to be catalogued. Could you try to arrange something for Mr. Wang in either one of these libraries? Dr. Hummel, who will be director of the Summer Seminar on Far Eastern Studies at the University of California this summer, knows the opening at Berkeley. I am sure that he will be glad to assist Mr. Wang in as much as he is going to invite him to the Library of Congress this fall.Dr. Hummel can be reached through Mr. Graves of the American Council of Learned Societies.

May 29, 1934

Dear Miss Gaskill:

Since meeting you in Philadelphia early in April, I have been travelling around visiting libraries and scientific institutions. This explains why I have not been able to write to you earlier.

I am exceedingly sorry that I shall not be able to pay you a visit in Ithaca this trip.

While in New York I asked the China Institute to arrange an exhibition of the Reproductions of Chinese Paintings from the collection in the Palace Museum, which I brought over. I understand from Mr. Chao-Mei-po, that the exhibition was appreciated by visitors interested in Chinese art. I hope also you are getting along very nicely with your Chinese Collection.

As Mr. C. P. Wang, who is now working in the Chinese Library at Columbia, will complete his work at Columbia on June 30th, I have been wondering whether your Library would like to make use of his services for a month or two, from July 1st. I am arranging with Mr. Hummel to have Mr. Wang spend some time in the Library of Congress, beginning in September. Mr. Wang will be free during the months of July and August, and I hope very much that he will be able to help a little towards strengthening your Chinese Collection, if your budget allows.

I hope you have already received from Peiping the Quarterly Bulletin of Chinese Bibliography. I trust that through the medium of this publication you will be kept informed about the current publications in China.

As I am leaving Washington on Thursday, please write to me c/o The China Institute, 119 W. 57th St., New York City.

With kindest regards, I remain,

Yours very sincerely,

June 2, 1934

Dear Mr. Yuan,

It was a pleasure to hear from you, but I am sorry that you cannot come to Ithaca this year. I understand, though, how much you must have to do during your short visit in this country. I hope that some of these times I shall get to Peking again and be able to work for some months at least there, making use of your splendid library, but I do not know now when that will be.

The reproductions of paintings you had sent here were much appreciated, when first exhibited at the Cosmopolitan Club and then at the week's exhibit at the University Art Gallery. It was very good to have them here.

Mr. Wang was here helping me last summer, as you know, for a short time-rather shorter than I should have liked to have him-and I should like to have him again this summer for a while but it is, I am sorry to say, impossible. I am going to be away myself from the middle of August, attending the Seminar in Far Eastern studies at the University of California, in preparation for teaching a course in Chinese history here this coming year, and so having anyone to help with the Wason Collection during that period is out of the question. Knowing that Mr. Wang's interests are rather in general library work anyway I spoke to Dr. Kinkeldey, the librarian, about the possibility of there being some other work in the library he might do, but Dr. Kinkeldey says that the library funds are so cut down this year that there just isn't any possibility of having any extra help. I am sorry it is so, and I hope that Mr. Wang will find some other very pleasant way of spending the two months before he goes to Washington.

We have received the Quarterly Bulletin of Chinese Bibliography and are very glad indeed to have it.

With best wishes to you in all your journeying, I remain

Very sincerely yours,

As soon as I return to China, I shall arrange with our Government to extend to you an official invitation. Meanwhile, I hope very much that you will keep me in touch with your plans.

Dear Dr. Yuan:

Just a note to wish you well as you leave our shore line. It was a great pleasure to have you here.

I shall expect to hear from you in case the visits of our librarians are not provided for through other channels. In case you have not determined upon the routine, it may be useful to consider an invitation from your library by way of the American Council of Learned Societies both for future relations and for encouragement of the L. of C. project. But this is not to be considered if you have now made a beginning with the A. L. A. as a channel. A fairly prompt announcement might be helpful too.

August 25, 1934

Dear Mr. Hummel:

I think I wrote you once about the exchange of books between the National Library and the Library of Congress. I am now enclosing herewith an agreement which I concluded with Dr. Jürgens. It seems desirable that we may use it as a basis for our closer cooperation.

The National Library in all fields is interested in scientific periodicals and books representative of British and American scholarship. You have in the Library of Congress a large collection of duplicates which are available for exchange. As you were away when I was in Washington, I did not try to examine the duplicates, but if you think the Library of Congress would agree to enter into exchange relations with our Library, it may not be very difficult for you and your colleagues to assist us in the selection of titles.

Among your Russian duplicates, there were many things which we would like to have. Miss Liu will be able to assist in the selection.

I shall hope to hear from you after you have consultations with Dr. Putnam and Mr. Blanchard.

The Central Hotel,

Glasgow.

Sept. 25, 1934

Dear Dr. Bishop:

I must apologize for having delayed in writing to you. Since coming over to Europe, I have been kept busy with my visits to libraries and museums, and I have just returned from a strenuous journey in Soviet Russia. During my tour on the Continent, I have met many librarians who know you personally as well as your achievements in library service.

I am very much delighted to find that you and Dr. Keogh, in spite of your many duties, are both favorably inclined towards taking a trip to China next year. Nothing would give us greater pleasure than welcoming you and Dr. Keogh. As soon as I return to China in December, I shall arrange to send you an official invitation.

Dr. Stevens of the Rockefeller Foundation wrote me some time ago that the Foundation would be glad to finance your trip to China. President Keppel is also interested in your forthcoming visit, and I have no doubt that the Carnegie Endowment is keenly interested in the promotion of cultural relations between China and the United States.

I am anxious to enlist the interest of these foundations towards cultural cooperation with China and I have not the least doubt that through your and Dr. Keogh's visit, the relations between the two countries will be made closer.

I attended the 16th session of the International Committee on Intellectual Cooperation at Geneva. I had the intention of asking the Paris Institute to extend you the invitation as a part of the League's technical collaboration with China. But as you will learn from Professor Shotwell, there seemed to have existed some anti-American feeling. This is at least the impression which Prof. Shotwell and I had at Geneva. The Paris Institute desires to take every activity in its own hands, incompetent as it is.

The Chinese Government, on the other hand, has placed a great deal of confidence in the League, and has entrusted to the League many things which it has not proved competent to deal with in a satisfactory manner. But our Government's attitude is “First come, first served”. As far as I can observe, unless the United States takes greater interest in closer cultural cooperation with China, the American prestige will be lost-at least temporarily. Many Chinese professors now travelling in Europe have expressed to me the same viewpoint.

Although you will be invited by the National Library Association of China, I hope your field of inquiry will be made broader than libraries proper. I am quite confident that you and Dr. Keogh will carry out this mission most admirably.

As the International Library Congress which you will preside will be held in May, you may arrange your visit in the Spring. If you cannot afford three months, two months will be required. I shall send you a tentative itinerary for you and Dr. Keogh, as soon as I learn your plans. When you meet Dr. Keogh, will you kindly show him this letter, so I hope I may be excused for not writing him a similar one.

I shall be in Rome after the Museum Conference at Madrid and shall stay until November 9th, when I sail for China. You may reach me care of the Chinese Legation in Madrid and/or in Rome.

With kindest regards to you and to Dr. Keogh.

Yours sincerely,

T. L. Yuan

Will you and Dr. Keogh send me a copy of your recent photograph?

Sept. 28, 1934

Dear Prof. Pelliot:

I wrote you once when I was in Vienna. I trust Mlle. Dolléans has already left for the Far East.

I hear Mr. Wang Chung-min will arrive Paris today or tomorrow. He will certainly come to call on you and I hope you will put him in touch with the authorities in the Bibliothèque Nationale.

I originally intended to be back in Paris from Oct 1st, but my friends here insist that I should stay longer in London, so I am coming to Paris on the 6th or 7th and shall stay until the 11th when I shall go to Madrid for our conference. It is possible that I shall be back in Paris from Oct. 25 to 30th.

Looking forward to the pleasure of seeing you.

Yours sincerely,

T. L. Yuan

October 8, 1934

My dear Dr. Yuan:

Your letter of September 25th from Glasgow has just reached me, and has naturally interested me very much indeed.

I saw Dr. Keogh in New York a few days ago. We talked about the possibility of an invitation to go to China on a library mission, but of course, in the absence of anything more definite than has come to us up to that time, neither of us felt that we could make any plans involving long absences from our libraries.

Your letter raises quite sharply the question of leave of absence and the proper time for such a journey. I must say to you quite frankly that there seem to be difficulties of a rather serious nature in arranging for a leave of absence in the spring of 1935. It is entirely probable that the budget of this Library for the subsequent year will have to be determined somewhat hastily after the adjournment of the Legislature of Michigan. The Legislature meets in January, and ordinarily adjourns before the first of May. The last two, however, have held on for a longer time and in 1933 the Legislature did not adjourn until mid-June. The University's appropriation was passed on the last day of the Session. This necessarily requires repaid work in submitting estimates and in making adjustments in the light of the income for the Library for the next year. These circumstances would not necessarily prevent me from asking for a leave of absence in the spring of 1935, but I confess that I should hesitate to do so. It would probably be easier for me to get away from Ann Arbor in the autumn of that year.

I am sending a copy of your letter to Dr. Keogh at New Haven. If I recall his conversation with me correctly, he too would probably find it easier to be away in the autumn of 1935 than in the spring of that year.

I am answering your letter immediately without taking an opportunity to consult to the President of the University. When I talked to him last spring he was favorably inclined toward the suggestion that I should go to China at your invitation. Of course I cannot say whether his attitude and that of the Board of Regents of the University will result in an approval of a request for a leave of absence. You must, therefore, take this letter merely as an acknowledgement of your kind favor and as an expression of my sincere appreciation, and not as a definite promise to accept it. That will have to be determined a little later by the course of events. However, I assure you that I am sincerely interested in coming to China if it can be arranged without detriment to my work here.

Faithfully yours,

Librarian

Dear Dr. Stevens,

I must apologize for having delayed in writing to you. Since leaving the States in June, I have been travelling in western and central Europe. Although the tour has been most interesting and profitable, yet it has been rather strenuous owing to the pressure of time. The fatigue and daily travel explain why I have not written to you earlier.

In spite of very long silence, I have frequently had occasion to recall our pleasant meeting in New York. It was a great privilege to me to have made your acquaintance. I am very much gratified to find that you are taking such a keen interest in China and her cultural development. I do want to thank you once more for the most cordial and charming way in which you and your colleagues received me while in New York. I only hope that you will keep up your promise of visiting China soon. Nothing would give me greater pleasure than welcoming you in Peiping.

I am particularly obliged to you for your interest in the training of Chinese librarians, as these men will immediately be given with responsible posts after their return. I trust that Mr. F. F. Li has called upon you upon his arrival. I expect a great deal from him, although, as I have told you, he does not look attractive!

There is an urgent need for China in the training of museum workers especially when we are to reorganize our national museums on a scientific basis. If it would be possible for the Foundation to consider this point, it will be rendering an important service to our country.

I appreciate very much the letter you so kindly sent to me to the steamer. I have recently written to Dr. Bishop and Dr. Keogh about your interest in their forthcoming visit. I do hope they will plan an early trip to China. I shall send them an official invitation from our Library Association as soon as I return to China.

I am here attending the International Museum Conference which has been postponed until next Sunday on account of the disturbances in Spain. I am sailing Nov. 10th and shall arrive Shanghai Dec. 3.

With renewed thanks and with kindest regards,

Yours sincerely,

November 5, 1934

Dear Mr. Yuan:-

I received your letter of Oct. 23rd written from Madrid-also your letter of a previous date suggesting formal exchange relations between the National Library and the Library of Congress. I showed to Dr. Putnam and to Mr. Blanchard and Mr. Childs the formal agreement which you drew up in Berlin. They had no specific suggestions to make, but I have verbal assurances that I can proceed informally, exchanging our government documents and duplicates for your Chinese material. Thank you for your list of desiderata of “Papers Relating to Foreign Relations of the U. S.”. I shall set to work at once to see that you get them, if they are to be had at all. I can secure practically any documents you want, if they are still in print. In a few days Mr. Wong and I will also look over our duplicated books(together with Mr. Childs)and pick out what scientific books we think you may want. Mr. Childs, Chief of the Documents Division, is much interested in promoting the exchange, and you can also write to him directly if you wish. Mr. Blanchard is so busy with other things that the matter of exchange is likely to be more easily handled by the Division of Documents.

If the Rockefeller Foundation is interested in assisting your bibliographical needs, no one would be happier than I, for I believe entirely in the worth of such work at this time. I agree with you that Chinese students in the West, and in Europe particularly, are lamentably lacking in a knowledge of recent achievements in Chinese studies, and anything that will remedy that is to be encouraged. So please feel free to use my name as a reference with the Foundation for any work along this line. You can count absolutely on my encouragement of your proposals. It is true that our Foundations feel the need of going more and more into this type of work, and I think now is an opportune time for you to approach them. Write to them directly, using my name as are with whom they may consult with if they are interested. That is better than if I approached them first.

Mr. C. P. Wong is doing good work in the reorganization of our classification system. I could find his salary($150.00 per month)only by taking it out of our fund for biographical work. We had on this year's appropriations $900 extra allotted for secretarial work, and I used this to engage Mr. Wong for six months. If our project for writing Ch'ing dynasty biographies is renewed for another year, and if we have a few hundred dollars of extra money which can be used for Mr. Wong, I hope we can keep him for nine months or a full year. If such money is not forthcoming, I can do nothing else but let Mr. Wong go at the end of February, much as I should dislike to do that.

Please let me know your exchange needs as soon as you can, I shall do everything in my power to see that you have them filled. Please give my regards to Miss Han and to President and Mrs. Mei when you see them.

Sincerely yours,

Arthur W. Hummel
